Investigating Sexual Assault of Elder Victims

Sexual assault investigations within the elderly population require a unique and collaborative response.  This webinar highlights strategies to improve support services and case outcomes for elderly victims through a multidisciplinary approach.
Elder sexual assault investigations require a team approach from multiple governmental entities.  In this webinar, members of three different organizations will discuss and outline their approaches for improving case outcomes and victim services for these investigations.  Montgomery County Adult Protective Services (APS) Mario Wawrzusin, Montgomery County Police Department Detective/Lieutenant Jordan Satinsky, and Montgomery County State’s Attorney’s Office Chief Prosecutor Debbie Feinstein will present best practices for investigating and prosecuting these difficult cases.

Attendees will be provided with information on how elder sexual abuse cases are reviewed in Montgomery County (MD) by both APS and the police department.  Once reviewed, and accepted, the collaborated investigative method begins.  The APS agent accompanies the police investigator on the initial victim interview.  In this format, the APS agent can provide highly-needed expertise to assist in interviewing these special sexual assault victims.  As the investigation progresses, and a suspect is developed, the police investigator interviews the suspect while the APS agent observes.  Throughout this process, the prosecutor is kept apprised of the situation and provides legal guidance as needed.  Once the investigation is completed, the entire team:  APS agent, police investigator, and prosecutor meet to discuss the investigation, conduct final investigative steps, and move to towards prosecution.  The prosecutor in this webinar will provide an explanation of the challenges, and how to overcome these challenges to strengthen sexual assault investigations for elderly victims.

●	Understanding the roles and responsibilities of three government agencies involved in elder sexual assault investigations.

●	Illustrating the importance of a collaborative approach and how each partner agency furthers the investigation of sexual assault for elderly victims.

●	Highlighting how a multidisciplinary investigative model has led to many successes in case outcomes and support services for elder sexual assault and should be viewed as a best practice.

Mario Wawrzusin has worked with the Montgomery County Department of Health and Human Services, Aging & Disability Services, for 30 years.

Debbie Feinstein - Joined the Montgomery County State’s Attorney’s Office as an Assistant State’s Attorney on April 10, 2000.
